Jay Cochran Jr.
Jay Cochran Jr. was appointed outside the department as the thirteenth commissioner of the Pennsylvania State Police. Cochran chose to adopt the paramilitary rank of Colonel.

Some noteworthy developments and changes occurring under Cochran's leadership,  The office of Professional Responsibility was created in 1985, "Operation Whiteline" a program aimed at interdiction of drug trafficking along Pennsylvania highways and Crime Stopper Program.

Through the years many local police agencies, wore uniforms very similar to state police.
Many people could not tell the difference between state police troopers and local police officers...
 In 1985, Cochran selected six Troopers to study the problem...
This study resulted in a new look to the uniform and  a new  shoulder patch which was unveiled in Col. Sharpe's administration
